What the count carried
We count on their large numbers, once said to be two billion people, a count we inherited and continue to carry as we shape our support. A count that large, in poverty that deep, carried a signal: scale of need, and scale of potential impact. The number of people came to carry a meaning about the scale of production behind them. It called forth a response in kind. This we carry.
We describe that support in keeping with the numbers. Smallholders are the backbone of global food security, the frontline of climate action, and the guardians of biodiversity. This we say.
But the count itself has changed. More than two-fifths of all smallholder households were in China, where smallholders once made up nearly all farms. They held about a third of the world’s smallholder farmland. Smallholder poverty largely disappeared there some time ago. The ones we target for support are elsewhere, are far fewer than the global count we carry, and remain in poverty. This is in the record.
What the count never counted
Among the smallholders we support across the economies where we work, the count is closer to 250 million households and a billion people. The land behind that count is only about a tenth of the world’s farmland, with production roughly matching that share. This is now in the record.
Within that count, three-quarters of households are ultra-smallholders farming less than one hectare, most under half a hectare. This we now see.
The story built on the count placed global food security, climate action, and biodiversity on their shoulders. That story never counted on the land they hold and what it produces. This we Question.
Two billion sounds transformative, yet we carry that count along even though it has been about half that for some time. And neither the former two-billion count nor the latter one-billion count tells us the land behind it, the production from it, or the income realized on the Production Possibilities Frontier (PPF). This we now know.
What the count carries as success
The two-billion count still carries China, and so does another count. The reduction in smallholder poverty in China enters the global poverty count, where it reduces global poverty by a big number. Smallholder poverty largely disappears there as farmers pursue the income they see ahead on their PPFs, raising national income. Yet the same smallholders carried in the global count also show agency responding to income. Their poverty reduction travels as global progress, while whose poverty changed and what their response shows remain obscured by the Questions. This we Question.
We carry that reduction into the account of Development’s success, although China’s smallholders were not the ones our support reached. That number travels widely, while the count of smallholders we support, their poverty count, and their land share count travel much less. This we Question.
What does not travel as success
Behind the global poverty reduction are the smallholders still carried in the inherited count that includes China. A national smallholder agricultural economy shows farmers moving on their PPFs with income. Their agency responding to income is present in the same record. This is Common Ground.
When Farmers Met Science’s Potential in Bangladesh, where over 90% of farmers are smallholders, maize now covers about 500,000 hectares, with national average yield near science’s potential. Farmers pursue the income they see ahead on their PPFs, putting land, labor, and production science to use. Smallholder agency responding to income is visible in that record too. This is Common Ground.
The smallholder count travels through the Questions of need and potential. What smallholders already do when income becomes visible, across poverty reduction and production, remains outside the story that count carries. This we Question.
The language around the count
The two-billion count travels far and wide along with the language of its scale, urgency, exclusion, vulnerability, reach, transformation, and potential impact. They are described as too many to leave behind, vulnerable to natural calamities and exploitation, and in need of our guidance and support. This we do.
Five hundred million smallholder farms. Two billion smallholder people. Small-scale producers. Underserved farmers. Farmer empowerment. Smallholders, big impact. Agents of change. Smallholder-led development. Resilient livelihoods. Smallholder commercialization. Financial inclusion. Transformative change. Large-scale adoption. Last-mile delivery. Advisory for smallholders. Mobile agriculture. AI for Development. Reaching smallholders. Scaling to smallholders. Millions served. Smallholder finance. Investing in smallholders. New farmer profits. Social Return on Investment. The count gives the scale, the language gives the urgency, and the case keeps growing, while the PPF, where each household decides what is worth producing, stays outside the count. This we do.
What the actual count means for our support
The count travels as need, potential, and success. The smallholders we target for support remain in the places where their poverty persists. Their number tells us how many they are. The land they hold, what they produce, and the income they realize tell us something the number cannot. This we know.
The population needing our support is much smaller than the count we carry. Their household count is not very different from that of China’s smallholders, who once farmed most of its farmland and whose poverty largely disappeared. The persisting poverty of those we target remains the reason for our support. The land they hold cannot carry all that we counted on it for. The count tells us how many; it has never told us what gives each household reason to move on its PPF. This we Question.
So here is the Unquestion:
If the count carried a signal of scale and potential, what does it tell us that the land and production behind it were never what the story counted on?
And if the count itself cannot tell us what those households can produce or earn on their PPFs, what exactly have we been counting it for?
The more we Unquestion, the more clarity we gain. The more we Unquestion now, the less future generations will have to.
We are not lost.
We simply avoid the turn.
Once we Unquestion, the direction is already clear.
Thank you for seeing.
